GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 2025 S 1 SENATE BILL 871 Short Title: Community Emergency Response Training. (Public) Sponsors: Senators Smith, Bradley, and Grafstein (Primary Sponsors). Referred to: Rules and Operations of the Senate April 29, 2026 *S871-v-1* A BILL TO BE ENTITLED 1 AN ACT TO APPROPRIAT E FUNDS TO THE DEPAR TMENT OF PUBLIC SAFE TY, 2 DIVISION OF EMERGENC Y MANAGEMENT, FOR TH E COMMUNITY 3 EMERGENCY RESPONSE TEAM. 4 The General Assembly of North Carolina enacts: 5 SECTION 1. There is appropriated from the General Fund to the Department of 6 Public Safety, Division of Emergency Management, the sum of three million dollars 7 ($3,000,000) in recurring funds for the 2026 -2027 fiscal year to expand and promote the 8 Community Emergency Response Team (CERT) program and training. The Division shall also 9 use a portion of these funds to establish a new program or expand an existing program to work 10 with local community organizations to conduct training sessions and to develop outreach 11 strategies to encourage community participation in these training programs. 12 SECTION 2. This act becomes effective July 1, 2026. 13
