A BILL TO BE ENTITLED 1
AN ACT TO APPROPRIAT E FUNDS FOR AN EDUCA TION CENTER AT HARNE TT 2
CORRECTIONAL INSTITUTION. 3
The General Assembly of North Carolina enacts: 4
SECTION 1. There is appropriated from the General Fund to the Division of 5
Institutions of the Department of Adult Correction the sum of thirty million dollars ($30,000,000) 6
in nonrecurring funds for the 2026 -2027 fiscal year to be used to construct an education cen ter 7
at Harnett Correctional Institution, at which the Department of Adult Correction shall offer the 8
following programs for offenders: 9
(1) The Sexual Offender Accountability and Responsibility Program (SOAR). 10
(2) Four-year degree programs in partnership with Campbell University. 11
(3) Four-year degree programs in partnership with Fayetteville State University. 12
(4) One-year certifications and two -year degree programs in partnership with 13
Central Carolina Community College. 14
SECTION 2. This act is effective when it becomes law. 15
