AN ACT TO APPROPRIATE FUNDS TO THE DEPARTMENT OF HEALTH AND HUMAN 2
SERVICES AND COUNTIE S TO COVER THE LOSS OF FEDERAL RECEIPTS FOR 3
THE ADMINISTRATIVE C OSTS OF THE FEDERAL SUPPLEMENTAL NUTRITION 4
ASSISTANCE PROGRAM (SNAP), AS A RESULT OF PUBLIC LAW 119-21; AND TO 5
PROVIDE FUNDING FOR A GRANT PROCESS TO REDUCE THE PAYMENT ERROR 6
RATE FOR SNAP. 7
The General Assembly of North Carolina enacts: 8

SNAP ADMINISTRATIVE COSTS FUNDING 10
SECTION 1.(a) There is appropriated from the General Fund to the Department of 11
Health and Human Services, Division of Central Management and Support, the sum of sixteen 12
million dollars ($16,000,000) in recurring funds beginning in the 2026 -2027 fiscal year. These 13
funds shall be used to cover the loss in federal receipts for the administrative costs of the federal 14
Supplemental Nutrition Assistance Program (SNAP), as a result of Public Law 119 -21. The 15
Department may allocate a portion of these appropriated funds to any d ivision within the 16
Department that incurs a loss of federal receipts for the administrative costs of SNAP as a result 17
of Public Law 119-21. The Department shall only spend the portion of these appropriated funds 18
up to the actual amount of lost federal receipts. 19
SECTION 1.(b) There is appropriated from the General Fund to the Department of 20
Health and Human Services, Division of Social Services, the sum of sixty -nine million dollars 21
($69,000,000) in recurring funds beginning in the 2026 -2027 fiscal year to c over the loss of 22
federal receipts for the administrative costs of the federal Supplemental Nutrition Assistance 23
Program (SNAP), as a result of Public Law 119 -21. The Division of Social Services shall 24
distribute these funds to counties proportional to each county's loss of federal receipts. The 25
Division of Social Services shall only spend the portion of these appropriated funds up to the 26
actual amount of lost federal receipts. 27

FUNDS TO EXAMINE ERROR RATE/SNAP 29
SECTION 2. There is appropriated from the Gener al Fund to the Department of 30
Health and Human Services, Division of Social Services (Division), the sum of ten million dollars 31
($10,000,000) in nonrecurring funds for the 2026 -2027 fiscal year to develop and implement a 32
request for proposal (RFP) process that provides grants to entities that have innovative proposals 33
or projects to examine ways to reduce the payment error rate regarding the food and nutrition 34
services program. The Division shall establish criteria for grant awards and the maximum 35
amounts for each grant. 36
