AN ACT TO REQUIRE TH E BOARD OF TRUSTEES OF NORTH CAROLINA ST ATE 2
UNIVERSITY TO STUDY THE FEASIBILITY AND ADVISABILITY OF 3
ESTABLISHING A NEW C OLLEGE OF VETERINARY MEDICINE IN NORTH 4
CAROLINA AND TO APPROPRIATE FUNDS FOR THAT PURPOSE. 5
The General Assembly of North Carolina enacts: 6
SECTION 1.(a) The Board of Trustees of North Carolina State University (the 7
Board), in consultation with the College of Veterinary Medicine at North Carolina State 8
University, shall study the feasibility and advisability of establishing a new college of veterinary 9
medicine at another institution of higher education located in North Carolina. The Board shall 10
report the results of its study to the Joint Legislative Education Oversight Committee no later 11
than March 15, 2027. As part of its study, the Board shall consider at least the following: 12
(1) The need for additional veterinarians in this State, including veterinarians who 13
specialize in treating large animals. 14
(2) The costs and benefits of establishing a new college of veterinary medicine at 15
another institution of hig her education located in North Carolina, including 16
the extent to which an additional college of veterinary medicine would help 17
the State retain high-achieving residents who pursue careers as veterinarians. 18
(3) A suitable location for the new college of vet erinary medicine, including the 19
following: 20
a. An appropriate institution of higher education to house the college. 21
b. Locations in the State that would be appropriate for providing 22
instruction on the treatment of large animals. 23
SECTION 1.(b) There is appr opriated from the General Fund to the Board of 24
Governors of The University of North Carolina the sum of three hundred thousand dollars 25
($300,000) in nonrecurring funds for the 2026-2027 fiscal year to be allocated to North Carolina 26
State University to conduct the study described in subsection (a) of this section. 27
SECTION 2. This act becomes effective July 1, 2026. 28
