enact section 4933.30 of the Revised Code

to enact "The Consumer Utility Billing Transparency Act"
requiring the itemization of all riders, taxes, and other costs on
certain utility bills.

IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

Section
1.
That
section 4933.30 of the Revised Code be enacted to read as follows:

Sec.
4933.30.
(A)
A utility billing issued from a gas, natural gas, water works, or
electric light company operated for profit or not for profit to a
residential customer shall itemize the following:

(1)
The customer's utility distribution costs;

(2)
The customer's generation costs;

(3)
The customer's transmission costs;

(4)
The customer's supply costs;

(5)
All riders and charges that are separate from the customer's utility
distribution, generation, transmission, or supply costs;

(6)
All taxes and governmental fees.

(B)
Each line item shall contain the amount apportioned to the customer
for the billing period.

Section
4933.30 of the Revised Code shall be known as "The Consumer
Utility Billing Transparency Act."
