c o n c u r r e n t R E S O L U T I O N
To
honor the 50th anniversary of the original enactment of the
Individuals with Disabilities Education Act (IDEA) and to urge the
U.S. Congress to enact the IDEA Full Funding Act.
BE
IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO (THE
SENATE CONCURRING):
WHEREAS,
The 50th anniversary of the "Education for All Handicapped
Children Act," which was later reauthorized as the "Individuals
with Disabilities Education Act," 20 U.S.C. 1400, et seq.
(IDEA), is on November 29, 2025; and
WHEREAS,
IDEA makes available a free appropriate public education to eligible
children with disabilities throughout the nation and ensures special
education and related services to those children, supports early
intervention services for infants and toddlers and their families,
and awards competitive discretionary grants to educational agencies;
and
WHEREAS,
IDEA authorizes payments of up to 40% of the national average
per-pupil expenditure for the adjusted number of students with
disabilities in each state, but federal appropriations have never met
that authorized 40% "full-funding" level; and
WHEREAS,
Both the United State House of Representatives and Senate have
introduced the IDEA Full Funding Act as H.R. 2598, 119th Congress,
and S. 1277, 119th Congress, which are both pending in committee, now
therefore be it
RESOLVED,
That we, the members of the 136th General Assembly of the State of
Ohio, honor the 50th anniversary of IDEA; and be it further
RESOLVED,
That we urge the U.S. Congress to fully fund IDEA by enacting the
IDEA Full Funding Act; and be it further
RESOLVED,
That the Clerk of the House of Representatives transmit duly
authenticated copies of this resolution to the President of the
United States, the Vice President of the United States, the President
Pro Tempore of the United States Senate, the Speaker of the United
States House of Representatives, and the news media of Ohio.
