To
urge the United States Congress to enact the Safeguard American Voter
Eligibility (SAVE) Act.

BE
IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO:

WHEREAS,
It is a constitutional right and privilege of citizens of the United
States of America to vote in free and fair elections; and

WHEREAS,
In order to protect the constitutional right and privilege of a
citizen to vote, it is necessary to ensure our elections are safe and
secure; and

WHEREAS,
Safe and secure elections require election laws that prohibit and
protect against noncitizens and foreign nationals voting; and

WHEREAS,
The best way to ensure noncitizens and foreign nationals are
prohibited from voting is to have safeguards, which require
documentary proof of citizenship in order to register to vote and to
allow states to remove noncitizens and foreign nationals from
existing voter rolls; and

WHEREAS,
The issue of noncitizens and foreign nationals illegally voting is
all the more urgent given the millions of noncitzens who have
illegally entered our country as a result of the federal government's
failure to police our borders; and

WHEREAS,
On January 3, 2025, members of the U.S. House of Representatives and
U.S. Senate introduced the Safeguard American Voter Eligibility
(SAVE) Act; and

WHEREAS,
On February 11, 2026, the U.S. House of Representatives favorably
voted the bill out of the House; and

WHEREAS,
The SAVE Act requires states to obtain proof of citizenship in person
when registering a person to vote; and

WHEREAS,
The SAVE Act requires each individual voting in a federal election to
present an eligible photo identification document for both in-person
and absentee voting; and

WHEREAS,
The SAVE Act requires states to remove noncitizens from existing
voter rolls; and

WHEREAS,
By implementing these requirements, the SAVE Act would uphold and
strengthen current law permitting only U.S. citizens to vote in
federal elections; now therefore be it

RESOLVED,
That we, the members of the House of Representatives of the 136th
General Assembly of the State of Ohio, in adopting this resolution,
urge the United States Congress to quickly enact the SAVE Act; and be
it further

RESOLVED,
That the Clerk of the House of Representatives transmit duly
authenticated copies of this resolution to the President Pro Tempore
and Secretary of the United States Senate, the Speaker and Clerk of
the United States House of Representatives, each member of the Ohio
Congressional delegation, and the news media of Ohio.
