A R E S O L U T I O N

Honoring
Wendy Zhan for thirty years of commendable service to the Ohio
Legislative Service Commission.

WHEREAS,
The members of the Senate of the 136th General Assembly of Ohio are
proud to pay tribute to Wendy Zhan on her retirement as the director
of the Ohio Legislative Service Commission; and

WHEREAS,
A native of China, Wendy Zhan began her academic journey at Beijing
University, where she earned both a Bachelor of Arts and a Master of
Arts in History. She later earned a Master of Public Administration
from Ohio University in 1995, the same year she began her
distinguished career with the Ohio Legislative Service Commission as
a graduate researcher. She was hired as a full-time budget analyst
later that year and went on to serve in several key roles, including
senior budget analyst, fiscal supervisor, division chief, and
director of budget and fiscal analysis, before being appointed the
tenth director of the Commission in 2019; and

WHEREAS,
Over the course of her thirty-year tenure, Wendy Zhan has
demonstrated exceptional guidance, deep institutional knowledge, and
an unwavering commitment to public service. She has been a diligent
and proactive leader who excels in high-pressure, short-deadline
environments. Moreover, her expertise in school funding was impactful
in helping the legislature craft responses to various challenges over
her decades of service. Her understanding of Ohio’s legislative and
budget processes has made her an invaluable resource to the Ohio
General Assembly; and

WHEREAS,
Wendy Zhan is widely respected as an excellent problem solver, a
collaborative team player, and an inspiring mentor. As director of
LSC, she thoughtfully led the agency through the global pandemic, and
she has led numerous innovations to improve the quality and
efficiency of the Commission’s work. In recognition of her
outstanding contributions, she received the Outstanding State
Government Alumnus Award from Ohio University in 2004; therefore be
it

RESOLVED,
That we, the members of the Senate of the 136th General Assembly of
Ohio, in adopting this Resolution, salute Wendy Zhan for her
unparalleled contributions to the Ohio Legislative Service
Commission, Ohio’s elected officials, and the public at-large and
extend best wishes for a deservedly happy, healthy retirement; and be
it further

RESOLVED,
That the Clerk of the Senate transmit a duly authenticated copy of
this Resolution to Wendy Zhan.
