HOUSE BILL 2974 By: Rosecrants

AS INTRODUCED

An Act relating to overnight youth camps; creating
the Overnight Youth Camp Severe Weather Safety Act;
providing legislative intent; mandating that
overnight youth camps have a severe weather action
plan, National Oceanic and Atmospheric Administration
radios, and that staff shall be awakened; providing
for codification; providing an effective date; and
declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 682.3 of Title 63, unless there
is created a duplication in numbering, reads as follows:
This act shall be known and may be cited as the "Overnight Youth
Camp Severe Weather Safety Act".
SECTION 2. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 682.4 of Title 63, unless there
is created a duplication in numbering, reads as follows:
It is the intent of the Oklahoma State Legislature through this
act to enhance the safety of children attending overnight youth
camps by requiring reasonable preparedness for severe weather

events. The Oklahoma State Legislature recognizes that overnight
camps present unique risks during severe weather and that timely
weather monitoring, planning, and staff readiness are essential to
protect life and public safety.
SECTION 3. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 682.5 of Title 63, unless there
is created a duplication in numbering, reads as follows:
Operators of overnight youth camps shall have severe weather
action plans, one or more National Oceanic and Atmospheric
Administration (NOAA) radios, and staff shall be awakened during
weather watches or warnings to monitor and be prepared to take
action.
SECTION 4. This act shall become effective July 1, 2026.
SECTION 5. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
