AS INTRODUCED

An Act relating to schools; prohibiting the State
Department of Education from using public resources
to produce or share political propaganda; defining
term; providing for codification; and providing an
effective date.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 24-166 of Title 70, unless there
is created a duplication in numbering, reads as follows:
No agency resources, including public funds, shall be used by
the State Department of Education to disseminate, develop, organize,
administer, engage in, promote, or endorse propaganda. For purposes
of this section, "propaganda" means any communication, material, or
messaging produced, distributed, or transmitted by the Department
that is primarily intended to influence public opinion, political
beliefs, or civic behavior regarding a political party, candidate,
ballot measure, public officeholder, or public policy, rather than

to provide neutral, factual, or educational information within the
agency's statutory duties.
SECTION 2. This act shall become effective November 1, 2026.
