An Act relating to economic development and workforce
investment; stating legislative findings and intent;
creating the North Pointe Workforce Development
Initiative Revolving Fund; providing for source of
funds; and providing for noncodification.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law not to be
codified in the Oklahoma Statutes reads as follows:
The Legislature finds that:
1. Workforce participation and targeted job training are
critical to strengthening Oklahoma's economy;
2. Strategic investment in workforce-first development
initiatives produces measurable employment, training, and wage
outcomes;
3. The North Pointe Workforce Development Initiative is
designed to prioritize local hiring, job readiness, skills training,
and long-term economic sustainability; and

4. A one-time capital and programmatic investment may be
necessary to accelerate workforce training and job placement
outcomes.
It is therefore the intent of the Legislature to authorize a
one-time appropriation, subject to available funds and legislative
approval through the annual budgeting process, to support the North
Pointe Workforce Development Initiative.
SECTION 2. NEW LAW A new section of law not to be
codified in the Oklahoma Statutes reads as follows:
There is hereby created in the State Treasury a revolving fund
for the Oklahoma Department of Commerce to be designated the North
Pointe Workforce Development Initiative Revolving Fund. The fund
shall be a continuing fund, not subject to fiscal year limitations,
and shall consist of all monies received by the Oklahoma Department
of Commerce from such sources as may be provided by law. All monies
accruing to the credit of said fund are hereby appropriated and may
be budgeted and expended by the Oklahoma Department of Commerce as
may be necessary to carry out the objectives of the North Pointe
Workforce Development Initiative. Expenditures from said fund shall
be made upon warrants issued by the State Treasurer against claims
filed as prescribed by law with the Director of the Office of
Management and Enterprise Services for approval and payment.
