An Act relating to the Health Care Workforce Training
Commission; granting certain powers to the
Commission; creating the Workforce Talent Recruitment
Revolving Fund; stating source and allowed uses of
monies; providing for budgeting and expenditure of
funds; authorizing promulgation of certain rules;
providing for codification; and declaring an
emergency.
SUBJECT: Health Care Workforce Training Commission
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 697.5a of Title 70, unless there
is created a duplication in numbering, reads as follows:
In furtherance of its mission to increase access to health care
workers in the rural and underserved areas of this state, the Health
Care Workforce Training Commission may:
1. Receive appropriations from the Legislature;
2. Accept, and use in accordance with federal requirements,
federal funds and grants; and
3. Receive and accept donations, grants, contributions, and
gifts from any public or private source.

SECTION 2. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 697.21c of Title 70, unless
there is created a duplication in numbering, reads as follows:
There is hereby created in the State Treasury a revolving fund
for the Health Care Workforce Training Commission to be designated
the “Workforce Talent Recruitment Revolving Fund”. The fund shall
be a continuing fund, not subject to fiscal year limitations, and
shall consist of all available monies awarded to the Health Care
Workforce Training Commission by the State Department of Health
under the Rural Health Transformation Program established by Section
71401 of P.L. No. 119-21. All monies accruing to the credit of the
fund are hereby appropriated and may be budgeted and expended by the
Health Care Workforce Training Commission for the purpose of
recruiting and retaining clinical workforce talent in the rural and
underserved areas of this state or any other lawful purpose
consistent with any conditions of the award of such monies under the
Rural Health Transformation Program. Expenditures from the fund
shall be made upon warrants issued by the State Treasurer against
claims filed as prescribed by law with the Director of the Office of
Management and Enterprise Services for approval and payment.
SECTION 3. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 697.21d of Title 70, unless
there is created a duplication in numbering, reads as follows:
The Health Care Workforce Training Commission may promulgate any
rules necessary for implementation of the Rural Health
Transformation Program established by Section 71401 of P.L. No. 119-
21.
SECTION 4. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
