BILL NO. 3315 By: Eaves, Miller, and Wolfley

An Act relating to higher education; requiring the
Oklahoma State Regents for Higher Education conduct
feasibility study for implementing three-year
bachelor's degree programs; requiring study
investigate and analyze certain issues; requiring
State Regents to submit study report; providing for
codification; and declaring an emergency.

SUBJECT: Higher education

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3252 of Title 70, unless there
is created a duplication in numbering, reads as follows:

A. The Oklahoma State Regents for Higher Education shall
conduct a thorough study to determine the feasibility of
implementing bachelor's degree programs that require only three (3)
years, or ninety (90) credit hours, to complete in this state. The
study shall investigate a variety of fields of study and determine
the feasibility of reducing specific course requirements, quantity
of electives, and total credit hours required for graduation. The
study shall consider and evaluate potential issues related to
accreditation and degree marketability.

B. On or before July 1, 2026, the State Regents shall prepare
and submit to the Governor, the Speaker of the Oklahoma House of
Representatives, and the President Pro Tempore of the Oklahoma State
Senate a report concerning the findings of the study.

SECTION 2. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
