2nd Session of the 60th Legislature (2026)

HOUSE BILL 3381 By: Ranson

AS INTRODUCED

An Act relating to district attorneys; directing
district attorneys to submit certain quarterly
report; requiring submission of quarterly report to
certain entities; directing the District Attorneys
Council to submit annual report with aggregated data;
authorizing the District Attorneys Council to issue
standardized reporting requirements; providing for
codification; and providing an effective date.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 215.42 of Title 19, unless there
is created a duplication in numbering, reads as follows:
A. Upon the effective date of this act, the district attorney
for each district court judicial district shall provide a quarterly
report with the number of cases submitted or referred to the
district attorney by state agencies serving children and juveniles
including the Oklahoma Department of Human Services and the Office
of Juvenile Affairs, that the district attorney declined to file
charges and prosecute, to the Legislature, the Office of Management

and Enterprise Services, and the appropriate standing committee of
the respective body having oversight of the District Attorneys
Council.
B. The District Attorneys Council shall prepare an annual
comprehensive statistical report based upon the data gathered from
each district attorney that shall include the types of referrals and
stated reason for non-prosecution, when available. The annual
report shall be submitted to the Legislature, the Office of
Management and Enterprise Services, and the appropriate standing
committee of the respective body having oversight of the District
Attorneys Council.
C. The District Attorneys Council shall be authorized to issue
standardized reporting requirements to ensure compliance with the
provisions of this section.
SECTION 2. This act shall become effective November 1, 2026.
