[ state employees - limit on working hours -
computation of hours - exceptions for emergency

Enterprise Services – codification ]

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 840-2.15.1 of Title 74, unless
there is created a duplication in numbering, reads as follows:
A. Except as provided by subsection G of this section, no state
employee shall be required to work more than fourteen (14) hours
during any rolling period of twenty-four (24) hours.
B. The provisions of subsection A of this section shall include
regular and overtime hours.

C. The provisions of subsection A of this section may be
suspended during an officially declared emergency or when necessary
to protect life, public safety, or critical infrastructure.
D. The Office of Management and Enterprise Services shall adopt
rules to define the conditions which meet the requirements of
subsection C of this section.
E. All agencies, boards, commissions, departments, and other
entities of state government shall adopt rules for scheduling and
staffing policies to ensure compliance with the provisions of this
section.
F. The Office of Management and Enterprise Services shall adopt
rules in order to enforce the requirements of this section.
G. The provisions of subsection A of this section shall not be
applicable to the employees of the Oklahoma House of
Representatives, the Oklahoma State Senate or to employees of any
entity that provides direct support services to either chamber of
the Legislature including, but not limited to, the Legislative
Service Bureau. The provisions of subsection A of this section
shall be fully applicable to any entity organized within the
executive branch or department of state government.
