An Act relating to crimes and punishments; making
certain acts unlawful; providing penalties; defining
term; providing for codification; and providing an
effective date.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1525 of Title 21, unless there
is created a duplication in numbering, reads as follows:
A. 1. It shall be unlawful for any person, acting as a straw
person or party, to knowingly and willfully purchase, attempt,
endeavor and conspire, or endeavor or conspire to obtain and
purchase or obtain or purchase, any property within this state on
behalf of a foreign national.
2. It shall be unlawful for a foreign national to knowingly and
willfully purchase, attempt, endeavor and conspire, or endeavor or
conspire to obtain and purchase or obtain or purchase, any property
within this state.

B. Any person who violates the provisions of this section
shall, upon conviction, be guilty of a Class D1 felony offense
punishable by imprisonment as provided for in subsections B through
F of Section 20N of Title 21 of the Oklahoma Statutes.
C. As used in this section:
1. "Foreign national" means a person who is neither a citizen
nor a national of the United States and who entered the United
States by fraud or misrepresentation; and
2. "Straw person or party" means a third party who is put up in
name only to take part in a transaction. This term includes, but is
not limited to, a nominal party to a transaction, one who acts as an
agent for a foreign national for the purpose of taking title to
property and executing whatever documents and instruments the
foreign national may direct respecting the property, or a person who
purchases property for a foreign national to conceal the identity of
the foreign national or to accomplish some purpose otherwise not
allowed.
SECTION 2. This act shall become effective November 1, 2026.
