An Act relating to counties and county officers;
creating the Safer Counties Revolving Fund;
identifying funding source; providing purpose;
requiring and limiting the utilization of funds;
providing for codification; and providing an
effective date.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1265 of Title 19, unless there
is created a duplication in numbering, reads as follows:
There is hereby created in the State Treasury a revolving fund
for the Oklahoma Department of Public Safety to be designated the
"Safer Counties Revolving Fund". The fund shall be a continuing
fund, not subject to fiscal year limitations, and shall consist of
all monies received by the Oklahoma Department of Public Safety from
monies appropriated by the Legislature. All monies accruing to the
credit of said fund are hereby appropriated and may be budgeted and
expended by the Oklahoma Department of Public Safety for the purpose

of making grant disbursements available to all Oklahoma counties,
who shall purchase public safety and traffic barrier equipment with
monies received. Counties may not use funds provided from the Safer
Counties Revolving Fund for any purpose inconsistent with public
safety. Expenditures from said fund shall be made upon warrants
issued by the State Treasurer against claims filed as prescribed by
law with the Director of the Office of Management and Enterprise
Services for approval and payment.
SECTION 2. This act shall become effective November 1, 2026.
