BILL NO. 3620 By: Lawson of the House
and
Thompson of the Senate
An Act relating to the 2030 census; creating the 2030
Census Complete Count Committee; providing the
membership of the Committee; directing the Committee
to select a chair and vice-chair; clarifying that a
majority of the members shall constitute a quorum;
providing process for members to be reimbursed for
travel expenses; stipulating that members shall serve
at the pleasure of their respective appointing
authority; directing for staff to be provided by the
State Data Center; directing the Committee to develop
and implement a census outreach, promotion,
recruiting, and enumeration assistance plan;
permitting the creation of subcommittees; providing
additional duties and responsibilities of the
Committee; requiring the first meeting to be called
by certain date; requiring appointments by certain
date; directing the Committee to submit a final
report; providing for codification; and providing an
effective date.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 146 of Title 14, unless there is
created a duplication in numbering, reads as follows:
A. There is hereby created the "2030 Census Complete Count
Committee" hereinafter referred to as the Committee.

B. The Committee shall consist of sixteen (16) members as
follows:
1. One legislative member from the Oklahoma State Senate
appointed by the President Pro Tempore of the Senate;
2. One legislative member from the Oklahoma House of
Representatives appointed by the Speaker of the House of
Representatives;
3. One legislative member from the Oklahoma State Senate
appointed by the Minority Leader of the Senate;
4. One legislative member from the Oklahoma House of
Representatives appointed by the Minority Leader of the House of
Representatives;
5. Six members representing state and local governments
reflecting the geographic diversity of the state. Two members will
be appointed by the Governor, two members will be appointed by the
Speaker of the House of Representatives and two members will be
appointed by the President Pro Tempore of the Senate;
6. Three members representing nonprofit and private
organizations, one each appointed by the Governor, the Speaker of
the House of Representatives, and the President Pro Tempore of the
Senate; and
7. Three members representing ethnic or language minority
groups, one each appointed by the Governor, Speaker of the House of
Representatives, and the President Pro Tempore of the Senate.

C. The Committee shall select a chair and vice-chair and such
other officers as the members of the Committee deem necessary. A
majority of the members of the Committee shall constitute a quorum
to transact business, but no vacancy shall impair the right of the
remaining members to perform the duties and responsibilities of the
Committee.
D. All nonlegislative members shall be reimbursed for travel
expenses incurred in carrying out their duties as members of the
Committee, by the appointing authority, pursuant to the provisions
of the State Travel Reimbursement Act. Legislative members shall be
reimbursed by the body from which they serve.
E. The members shall serve at the pleasure of their respective
appointing authority.
F. The staff for the Committee shall be provided by the State
Data Center of the Legislative Services Bureau.
G. The Committee is charged with developing and implementing a
census outreach, promotion, recruiting, and enumeration assistance
plan of action designed to assure a full count of the population of
Oklahoma for the 2030 Decennial Census. The census outreach
strategy shall include, but not be limited to, state agency
initiatives to encourage participation in the 2030 Census, the
establishment and support of school-based outreach programs,
partnerships with nonprofit community-based organizations, and a
multilingual, multimedia campaign designed to ensure an accurate and

complete count of the state's population. To assist in carrying out
its duties, the Committee may create and appoint subcommittees as it
deems appropriate and shall solicit participation from relevant
experts and practitioners involved in census issues.
H. Additional duties and responsibilities of the Committee
shall be to:
1. Establish a set of goals and the steps to be taken each year
so that Oklahoma will achieve a full count for the 2030 Census,
including implementing strategies to reach hard-to-count populations
and hard-to-enumerate areas;
2. Set a framework for state participation in the programs of
the U.S. Census Bureau for improving both the state's housing unit
database and counting methodology;
3. Explain the importance of a full count to the people of
Oklahoma through public announcements and publications;
4. Increase the self-response rate for households responding
online, by phone, or mailing back their questionnaire through a
focused, structured, neighbor-to-neighbor program;
5. Utilize the local knowledge, expertise, and influence of
each Committee member to design and implement a census awareness
campaign targeted to the community;
6. Review and implement, as feasible, the written
recommendations of the Oklahoma Census 2020 Complete Count
Committee; and

7. Make annual recommendations to the Legislature and the
Governor regarding any matters necessary for reaching the goals and
accomplishing the goal of a full count for the 2030 Census.
I. The State Data Center shall call the first meeting no later
than July 1, 2027, and the Committee shall meet thereafter at the
call of the chair, with a minimum of one meeting per year.
J. The appointing authorities shall make their official
appointments to the Committee by March 1, 2027, and shall notify the
State Data Center of the person so appointed.
K. The Committee shall submit a final report of its activities
to the Governor, the Speaker of the House of Representatives, and
the President Pro Tempore of the Senate no later than June 1, 2030.
SECTION 2. This act shall become effective November 1, 2026.
