An Act relating to higher education; requiring state
educational institutions adopt and implement a policy
ensuring student grades are evaluated solely on an
academic basis; requiring policy to prohibit grades
based on opinions, beliefs, or conduct; requiring
submission of verification to the State Regents for
Higher Education; directing the State Regents to
withhold state-appropriated funds for failure to
adopt a policy; providing for codification; providing
an effective date; and declaring an emergency.

SUBJECT: Higher education

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3252 of Title 70, unless there
is created a duplication in numbering, reads as follows:

A. On or before the 2026-2027 academic year, state educational
institutions shall adopt and implement a policy that:

1. Requires student grades be evaluated solely on an academic
basis which includes, but is not limited to, the student's
attendance, demonstrated knowledge or understanding of the content
of the course of study, and ability to maintain standards of
academic performance established for the course; and

2. Prohibits student grades from being evaluated based on the
opinion, beliefs, or conduct of the student in matters unrelated to
academic situations.

B. State educational institutions shall submit verification of
compliance with this section to the State Regents for Higher
Education. The State Regents shall withhold all state-appropriated
funds from any state educational institution which fails to adopt
the policy provided for in subsection A of this section until the
state educational institution adopts such a policy.

SECTION 2. This act shall become effective July 1, 2026.

SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
