COMMITTEE SUBSTITUTE
An Act relating to professions and occupations;
establishing the Endorsed Plumbing Apprentice
License; defining terms; providing eligibility and
examination requirements; providing for penalties;
providing for codification; and providing an
effective date.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1024 of Title 59, unless there
is created a duplication in numbering, reads as follows:
A. "Endorsed Apprentice" or "Endorsed Plumbing Apprentice"
means a registered apprentice who met the qualifications, pursuant
to OAC 158:30-5-1 and OAC 158:30-9-1, with completion of a formal
education program approved by the Committee of Plumbing Examiners of

at least one thousand (1,000) hours substituting for two (2)years of
experience, to sit for the journeyman examination and received a
passing score on the examination, but who is working to complete the
required one (1) year of verifiable experience of at minimum two
thousand (2,000) hours as a registered apprentice prior to being
issued the journeyman plumber license in the appropriate category.
B. Registered apprentices interested in sitting for the
journeyman examination may apply for approval to sit for the
examination by meeting the qualifications. Registered plumbing
apprentices interested in sitting for the journeyman examination may
apply for approval to sit for the examination by meeting the
following requirements:
1. The applicant shall be at least seventeen (17) years of age;
2. The applicant shall be a registered plumbing apprentice;
3. The applicant shall submit proof of successful completion of
a formal education program of at least one thousand (1,000) hours
approved by the Committee of Plumbing Examiners, with no grade lower
than seventy percent (70%) in all trade courses, and be in good
standing with the school;
4. The applicant shall submit transcripts showing the
Committee-approved schools, the Committee-approved formal education
program, courses, hours attended, grades, any certificates achieved,
and a vocational diploma or certificate of completion for the
specific formal educational program and school that has been

approved by the Committee. The Administrator shall make the final
determination on acceptability of the described supporting
documentation; and
5. The applicant shall submit a completed endorsed plumbing
apprentice application form designating the journeyman examination
license category, all required supported documentation, the
apprentice application fee as set forth in OAC 158:30-9-2 and
Section 1000.5 of Title 59 of the Oklahoma Statutes, and the
examination fee (unless the examination fee is paid directly to a
testing provider) to the Construction Industries Board.
C. If the endorsed plumbing apprentice completes one (1) year
of verifiable experience of at minimum two thousand (2,000) hours
within three (3) years after the date the endorsed apprentice
received a passing score of the journeyman examination, and if the
endorsed apprentice is at least eighteen (18) years of age, the
endorsed apprentice may apply for a journeyman plumber license
without further journeyman examination by submitting a completed
journeyman plumber license application form demonstrating a total
period of no less than three (3) years of experience, all required
supporting documentation, the journeyman application fee and the
initial journeyman license fee as set forth in OAC 158:30-9-2 and
Section 1000.5 of Title 59 of the Oklahoma Statutes, and is in
compliance with all licensing requirements. No endorsed apprentice
shall renew or receive an endorsed apprentice registration beyond

three (3) years after passing the journeyman examination to obtain
an endorsed apprentice registration, and if no journeyman license
application is received within this time, then he or she shall be
required to apply and retest for the appropriate examination for
licensure or may submit an application for a regular, nonendorsed
apprentice registration.
D. Any endorsed plumbing apprentice who is found to have
violated the Plumbing License Law of 1955 or any plumbing industry
regulations and who retakes the examination shall be issued an
appropriate administrative citation or penalty for any and each
violation, to be handled pursuant to the Administrative Procedures
Act.
SECTION 2. This act shall become effective November 1, 2026.
