FLOOR SUBSTITUTE
A Joint Resolution directing the Secretary of State
to refer to the people for their approval or
rejection a proposed amendment to Section 40 of
Article X of the Constitution of the State of
Oklahoma; allowing deposits of assets, stock, and
other equity investments to the Tobacco Settlement
Endowment Trust; modifying deposit methodology for
future settlement proceeds; eliminating the Board of
Directors of the Tobacco Settlement Endowment Trust
and all such duties; requiring the Board of Investors
of the Tobacco Settlement Endowment Trust to annually
distribute earnings to the benefit of the Trust, the
Oklahoma Higher Learning Access Act, and the
Education Reform Revolving Fund under certain
distribution methodology; providing ballot title;
ordering a special election; and directing filing.

HOUSE JOINT
RESOLUTION 1076 By: Caldwell (Trey)
AS INTRODUCED
A Joint Resolution relating to state and federal
relations; creating the State and Federal Governance
Resolution of 2026; and directing filings.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES
AND THE SENATE OF THE 2ND SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
This act shall be known and may be cited as the "State and
Federal Governance Resolution of 2026".
That the Chief Clerk of the House of Representatives,
immediately after the passage of this resolution, shall prepare and
file one copy thereof with the Secretary of State and one copy with
the Attorney General.
