RESOLUTION 1035 By: Pae

AS INTRODUCED

A Resolution encouraging further economic ties and
friendship between the State of Oklahoma and Taiwan;
supporting tax agreement; celebrating the 46th
anniversary of sister-state relationship; and
directing distribution.

WHEREAS, the longstanding economic ties and bonds of friendship
between the U.S. and Taiwan, embodied in the Taiwan Relations Act of
1979, continue to yield important economic, social, strategic, and
cultural benefits; and
WHEREAS, in 2025, Taiwan ranked 4th on the Heritage Foundation's
Index of Economic Freedom, holds an important position in the global
economy as a top player in the world's information and
communications technology industry, and is a trusted partner for
economic cooperation and exchanges in industries like smart
machinery, the Internet of Things, biotechnology, energy technology,
national defense, semiconductors, and the circular economy; and

WHEREAS, U.S.-Taiwan trade reached $201.1 billion in 2025, and
Taiwan ranks as the United States' 8th-largest export market for
American agricultural products, and 7th-largest merchandise trading
partner; and
WHEREAS, the robust U.S.-Taiwan trade and investment partnership
provides a solid foundation for a mutually beneficial bilateral
trade agreement to spur job creation, expand the global market, and
secure international, democratic supply chains; and
WHEREAS, Taiwan is a pivotal force for stability in the Indo-
Pacific that amplifies the values of democracy, peace, and
prosperity by partnering with like-minded countries through
integrated diplomacy to address global challenges; and
WHEREAS, Taiwanese officials and civil society groups partner
with the U.S. on a range of issues to promote our common values of
freedom, democracy, and human rights; and
WHEREAS, since 1980, Oklahoma and Taiwan have maintained a
sister-state relationship and enjoy particularly close economic
ties, and in 2025 the Oklahoma Legislature passed Senate Bill 209 to
establish the Taiwan Regional Trade Office under the Oklahoma
Department of Commerce to facilitate economic relationships between
Oklahoma-based businesses and businesses in Taiwan, as well as
promote trade between Taiwan and Oklahoma businesses; and
WHEREAS, Oklahoma and the United States have benefited
immeasurably through decades of unwavering friendship with Taiwan,

and the wider world is sure to reap tremendous rewards as Taiwan
works to enhance its presence in the international community.
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES
OF THE 2ND SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
THAT the Oklahoma House of Representatives expresses support for
strengthening our partnership with Taiwan, for the expansion of
Taiwan's role on the global stage, and for its efforts to preserve
peace and stability in the Taiwan Strait through meaningful
dialogue.
THAT the Oklahoma House of Representatives supports a tax
agreement between the United States and Taiwan.
THAT the Oklahoma House of Representatives celebrates the 47th
anniversary of the Taiwan Relations Act and the 46th anniversary of
the sister-state relationship between the State of Oklahoma and
Taiwan.
THAT copies of this resolution be furnished to the Taipei
Economic and Cultural Office in Houston.
