An Act relating to definitions and general 7
provisions; stating legislative intent; establishing 8
Charlie Kirk Free Speech Day; requesting issuance of 9
certain annual proclamation; providing for 10
codification; and declaring an emergency. 11

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 14
SECTION 1. NEW LAW A new section of law to be codified 15
in the Oklahoma Statutes as Section 90.31 of Title 25, unless there 16
is created a duplication in numbering, reads as follows: 17
A. The Legislature finds that: 18
1. Charlie Kirk, born on October 14, 1993, and tragically 19
martyred by assassination on September 10, 2025, was the preeminent 20
voice of a generation, inspiring millions of young Americans to 21
engage in civic discourse, champion conservative principles, and 22
reclaim the foundational values of faith, family, liberty, limited 23
government, and individual responsibility; 24
2. As the founder and chief executive officer of Turning Point 25
USA, Kirk led a transformative movement on college campuses and 26

beyond, empowering students to defend free markets, secure borders, 1
and traditional family structures against ideological overreach; 2
3. Kirk stood as a modern civil rights leader, fearlessly 3
advocating for equal opportunity under the law, color-blind 4
meritocracy, and the protection of constitutional rights for all 5
citizens regardless of race, creed, or background in an era of 6
divisive identity politics; 7
4. A vocal and unapologetic Christian, Kirk embodied the 8
Christian heritage that undergirds American exceptionalism, publicly 9
proclaiming his faith in Jesus Christ as a guiding force in the 10
pursuit of justice, moral clarity, and the defense of the unborn; 11
5. Through relentless persecution, cancellation attempts, 12
smears, and ultimately his assassination, Kirk became a martyr for 13
truth and faith, enduring personal and professional attacks with 14
unwavering resolve to expose corruption, challenge elite narratives, 15
and uphold objective reality in the face of censorship and cultural 16
decay; and 17
6. As a tireless free speech advocate, Kirk fought against 18
suppression by technology companies, university indoctrination, and 19
government overreach, ensuring that dissenting voices, especially 20
those of the next generation, could flourish in the public square, 21
thereby preserving the First Amendment as the bedrock of a free 22
society. 23
B. October 14 of each year is hereby designated as Charlie Kirk 24

Free Speech Day in remembrance of his courage and faith, to honor 1
his extraordinary contributions to American discourse, faith, and 2
freedom, and to commemorate his ultimate sacrifice for these 3
principles. On this day, Oklahomans are encouraged to reflect on 4
the principles Kirk championed, participate in educational events 5
promoting civic engagement, and honor his legacy as a martyr for 6
truth and liberty. 7
C. The Governor is hereby requested to issue an annual 8
proclamation calling upon the people of Oklahoma to observe Charlie 9
Kirk Free Speech Day with appropriate ceremonies, programs, and 10
activities that recognize his role as a beacon of hope and heroism 11
for future generations. 12
SECTION 2. It being immediately necessary for the preservation 13
of the public peace, health or safety, an emergency is hereby 14
declared to exist, by reason whereof this act shall take effect and 15
be in full force from and after its passage and approval. 16
