BILL NO. 1221 By: Gillespie of the Senate

An Act relating to driver licenses; requiring Service
Oklahoma to enact certain license tracking system by
or before certain date; requiring Service Oklahoma to
enact certain expedited delivery of credentials by or
before certain date; providing for codification;
providing an effective date; and declaring an
emergency.

SUBJECT: Driver licenses

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 6-101.6 of Title 47, unless
there is created a duplication in numbering, reads as follows:

A. By or before January 1, 2027, Service Oklahoma shall enact a
system that enables an individual to track the mailing status of a
driver license or identification card issued to such individual by
Service Oklahoma. Such system shall consist of an update via
electronic communication sent directly to an individual about a
change in the mailing status of a driver license or identification
card or a web portal where an individual may register to view the
current mailing status of a driver license.

B. By or before January 1, 2027, Service Oklahoma shall enact a
system that enables an applicant for a credential to be issued by
Service Oklahoma, including REAL ID Compliant and REAL ID

Noncompliant driver licenses and identification cards, to request
expedited delivery of the credential at the time of issuance. For
those electing for expedited delivery, there shall be assessed, in
addition to any other fees provided for by law, an expedited
delivery fee of Twenty-five Dollars ($25.00). The expedited
delivery fee shall be deposited to the credit of the Service
Oklahoma Revolving Fund.

SECTION 2. This act shall become effective July 1, 2026.

SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
