SENATE BILL 1231 By: Sacchieri

AS INTRODUCED

An Act relating to digital identification; defining
term; providing that no person be denied access to
certain services on certain basis; providing for
codification; and declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 110 of Title 75A, unless there
is created a duplication in numbering, reads as follows:
A. As used in this section, “digital ID” means an electronic
representation of personally identifying information, stored and
accessed through a mobile device or cloud platform, that may be used
to verify the identity of a person. For the purposes of this
section, digital ID shall not be construed as meaning a digitized
identification card, as defined in Section 791 of Title 15 of the
Oklahoma Statutes.
B. No person shall be denied access to the services of any
agency, department, or political subdivision of this state, or any

building operated by such, on the basis of not possessing or
utilizing a digital ID.
C. No person shall be denied service by a business or private
entity in this state on the basis of not possessing or utilizing a
digital ID.
SECTION 2. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
