BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1086.8 of Title 82, unless there
is created a duplication in numbering, reads as follows:
A. The Oklahoma Water Resources Board shall establish and
administer a Water Infrastructure Enhancement Program for the
purpose of securing long-term stability and modernizing essential
water infrastructure in this state.
B. The duties of the Board in administering the program shall
include, but not be limited to:
1. Delivering direct grants to communities in need;
2. Deploying a water education outreach campaign;

3. Incentivizing regional water system planning grants;
4. Expanding current programs;
5. Deploying environmental compliance programs; and
6. Other actions as deemed pertinent by the Board.
C. The Oklahoma Water Resources Board shall promulgate rules to
effectuate the provisions of this act.
SECTION 2. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1086.9 of Title 82, unless there
is created a duplication in numbering, reads as follows:
A. 1. There is hereby created in the State Treasury a
revolving fund for the Oklahoma Water Resources Board to be
designated the “Water Infrastructure Enhancement Revolving Fund”.
The fund shall be a continuing fund, not subject to fiscal year
limitations, and shall consist of all monies appropriated pursuant
to Section 3 of this act. All monies accruing to the credit of the
fund are hereby appropriated and may be budgeted and expended by the
Oklahoma Water Resources Board for the purposes provided for in
Section 1 of this act. Expenditures from the fund shall be made
upon warrants issued by the State Treasurer against claims filed as
prescribed by law with the Director of the Office of Management and
Enterprise Services for approval and payment.
2. The Board may enter into contracts with financial
institutions and execute such instruments as may be necessary to

hold and disseminate funds in accordance with applicable regulations
and Board policies.
B. Monies allocated to the Water Infrastructure Enhancement
Revolving Fund pursuant to this section may be expended in the
following allotments:
1. Twenty percent (20%) for the Rural Economic Action Plan
grant program as provided for in Section 2003 of Title 62 of the
Oklahoma Statutes;
2. Ten percent (10%) for technical assistance, regional
planning, and outreach programs;
3. Fifty percent (50%) for the Oklahoma Water Resources Board
Low-Interest Revolving Fund as provided for in Section 4 of this
act; and
4. Twenty percent (20%) to launch a site-ready grant program.
SECTION 3. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1086.11 of Title 82, unless
there is created a duplication in numbering, reads as follows:
There is hereby created in the State Treasury a revolving fund
for the Oklahoma Water Resources Board to be designated the
“Oklahoma Water Resources Board Low-Interest Revolving Fund”. The
fund shall be a continuing fund, not subject to fiscal year
limitations, and shall consist of all monies received by the
Oklahoma Water Resources Board from the Water Infrastructure
Enhancement Revolving Fund pursuant to paragraph 3 of subsection B

of Section 2 of this act. All monies accruing to the credit of the
fund are hereby appropriated and may be budgeted and expended by the
Oklahoma Water Resources Board for the purpose of providing low-
interest loans. Expenditures from the fund shall be made upon
warrants issued by the State Treasurer against claims filed as
prescribed by law with the Director of the Office of Management and
Enterprise Services for approval and payment.
SECTION 4. This act shall become effective July 1, 2026.
SECTION 5. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
