SENATE BILL 1357 By: Hicks

AS INTRODUCED

An Act relating to adult education and family
literacy matching funds; amending 70 O.S. 2021,
Section 3-110.1, which relates to the allocation of
funds for adult education; providing dollar-for-
dollar matching funds and contingency program
funding; providing an effective date; and declaring
an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-110.1, is
amended to read as follows:
Section 3-110.1. A. Funds appropriated to the State Board of
Career and Technology Education for Adult Education Matching Funds
to match monies received through the United States Department of
Education for adult education and literacy shall be provided to
school districts which offer courses leading to a high school
equivalency diploma. The State Board of Career and Technology
Education shall promulgate rules for the distribution of the funds.
B. Subject to the availability of funding, the Legislature
shall provide matching funds for federal grant funds received by the
state through the Adult Education and Family Literacy Act provided

by the United States Department of Education, or any successor grant
program of the same purpose administered by any agency of the United
States, on a dollar-for-dollar basis. In the event that federal
grant funding for the Adult Education and Family Literacy Act is
discontinued and no successor program is designated, the Legislature
shall continue the program at a rate equal to twice the last full
year of federal grant funds received from the program, subject to
the availability of funding.
SECTION 2. This act shall become effective July 1, 2026.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health, or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
