BILL NO. 1377 By: Hall, Hicks, and Nice of
the Senate

and Roberts of the House

An Act relating to foster care; requiring and
authorizing the Department of Human Services to
provide certain items to specified foster children;
authorizing promulgation of rules; providing for
codification; providing an effective date; and
declaring an emergency.

SUBJECT: Foster care funding

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1-9-126 of Title 10A, unless
there is created a duplication in numbering, reads as follows:

A. The Department of Human Services, either directly or through
a child-placing agency, shall provide a duffel bag to children in
foster care who lack a suitcase or other adequate bag in which to
pack personal belongings. As funds allow, the Department may
include personal hygiene items or other personal supplies in the
duffel bags described in this subsection.

B. The Director of Human Services may promulgate rules as
necessary to implement the provisions of this section.

SECTION 2. This act shall become effective July 1, 2026.

SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
