SENATE BILL 1397 By: Hall

AS INTRODUCED

An Act relating to state fiscal affairs; requiring
entities of this state and certain entities to round
the price of certain transactions paid with cash;
prescribing procedure for rounding; providing for
codification; providing an effective date; and
declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 3120 of Title 74, unless there
is created a duplication in numbering, reads as follows:
For any agency, constitutionally or statutorily created state
board, bureau, commission, office, authority, public trust in which
the state is a beneficiary, or interstate commission accepting cash
as payment from an individual, such entity shall adjust the price,
fee, penalty, or any other charge, excluding the payment of any tax
levy, by rounding the total amount of the transaction down to the
nearest cent that is a multiple of five. Provided, if the
individual making payment is using both cash and another form of

payment, only the cash portion of the payment for such transaction
shall be rounded down, as required by this section.
SECTION 2. This act shall become effective July 1, 2026.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
