2nd Session of the 60th Legislature (2026)
SENATE BILL 1650 By: Mann
AS INTRODUCED
An Act relating to long-term care; requiring assisted
living centers to conspicuously post certain assisted
living center bill of rights; enumerating certain
rights; providing for codification; and providing an
effective date.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1-896 of Title 63, unless there
is created a duplication in numbering, reads as follows:
A. Each assisted living center shall post an assisted living
center bill of rights as described in subsection B of this section
in a prominent place in the center.
B. The assisted living center bill of rights shall provide that
an assisted living center, or its staff as applicable, has the right
to:
1. Be shown consideration and respect that recognizes the
dignity and individuality of staff members and the facility;

2. Terminate a resident’s contract for just cause as provided
by rules promulgated under the Continuum of Care and Assisted Living
Act after a written thirty-day notice;
3. Terminate a resident’s contract immediately, if the assisted
living center finds that termination is necessary due to the
resident’s immediate health needs or necessary for the physical
safety of the resident or other residents;
4. Present grievances, file complaints, or provide information
to state agencies or other persons without threat of reprisal or
retaliation;
5. Refuse to perform services for the resident or the
resident’s family other than those contracted for by the resident
and the assisted living center;
6. Contract with service providers or organizations in the
community to achieve the highest level of independence, autonomy,
interaction, and services to residents;
7. Access, obtain, or request any relevant information or
records of a consumer referred to the assisted living center to
assess for appropriate placement, which shall remain confidential as
provided by law;
8. Refuse a consumer referred to the assisted living center if
the referral is inappropriate;
9. Refuse to provide any information to third-party providers;
10. Maintain an environment free of weapons and drugs;

11. Be made aware of a resident’s history, including self-
abuse, violent behavior, alcoholism, or drug abuse; and
12. Be made aware if a resident has contracted, arranged, or is
being provided with a companion caregiver or any other provider of
personal services in the resident’s personal apartment.
SECTION 2. This act shall become effective November 1, 2026.
