2nd Session of the 60th Legislature (2026)
SENATE BILL 1668 By: Daniels
AS INTRODUCED
An Act relating to schools; requiring school
districts beginning in certain school year to provide
students in certain grades certain instruction in
human growth and development; allowing instruction to
be included in certain course or integrated into one
or more existing courses; providing for contents of
instruction; prohibiting instruction from including
materials produced or provided by certain entities;
allowing the State Department of Education to
identify certain resources; providing for
promulgation of rules; providing for codification;
providing an effective date; and declaring an
emergency.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 11-103.17 of Title 70, unless
there is created a duplication in numbering, reads as follows:
A. Beginning with the 2026-2027 school year, school districts
in this state shall provide students in grades five through twelve
age-appropriate and research-based instruction in human growth and
development. The instruction required by this subsection may be

included in a stand-alone health education course or integrated into
one or more existing courses of study.
B. The instruction required by subsection A of this section
shall include:
1. Instruction related to human development inside the womb;
2. A high-definition ultrasound video showing the presence of
the brain, heart, and other vital organs in early fetal development;
and
3. A high-quality, computer-generated rendering or animation or
an ultrasound or other real image that depicts the humanity of the
unborn child by showing prenatal human development, starting at
fertilization, noting significant markers in cell growth and organ
development throughout every stage of pregnancy.
C. The instruction required by subsection A of this section
shall not include any book, article, outline, handout, video, or
other educational material produced or provided by an entity that
does any of the following:
1. Performs abortions;
2. Promotes abortions;
3. Contracts or subcontracts with an entity that performs or
promotes abortions;
4. Becomes or continues to be an affiliate of any entity that
performs or promotes abortions; or

5. Regularly makes referrals to an entity that provides or
promotes abortions.
D. The State Department of Education may identify resources
that school districts can use to implement the provisions of this
section.
E. The State Board of Education may promulgate rules to
implement the provisions of this section.
SECTION 2. This act shall become effective July 1, 2026.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health, or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
