AS INTRODUCED

An Act relating to state government; creating the
Active and Retired Military Outdoor Recreation Days
(ARMOR) Act; providing short title; requiring the
Oklahoma Tourism and Recreation Commission and
Military Department of the State of Oklahoma to
identify certain state lands and parks; requiring for
certain Commission and Department to designate
certain days at certain state lands and parks for
certain use; providing for noncodification; providing
for codification; providing an effective date; and
declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law not to be
codified in the Oklahoma Statutes reads as follows:
This act shall be known and may be cited as the “Active and
Retired Military Outdoor Recreation Days (ARMOR) Act”.
SECTION 2. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 2410 of Title 74, unless there
is created a duplication in numbering, reads as follows:

A. The Oklahoma Tourism and Recreation Commission and the
Military Department of the State of Oklahoma shall identify state
lands and parks that:
1. Can be designated as veteran and active-duty personnel
access areas for recreational use, including, but not limited to,
hunting, fishing, hiking, and camping;
2. Are easily accessible and equipped with necessary
facilities, such as parking, restrooms, and picnic areas; and
3. Are equipped to accommodate veterans with disabilities,
including providing adaptive equipment and facilities for inclusive
recreational activities.
B. 1. The Commission and the Department shall, after
identifying such lands and parks as provided for in subsection A of
this section, collaborate in designating specific days or weekends
where such lands or parks are exclusively available for use by
veterans and active-duty personnel.
2. On such days designated under paragraph 1 of this
subsection, the Commission and the Department shall hold joint
events at such lands or parks, including, but not limited to, guided
outdoor activities, workshops, and community gatherings. The
Commission and the Department shall collaborate with veteran
organizations within this state to help facilitate such programs and
events.

3. The Commission and the Department shall encourage veterans
and active-duty personnel who attend such events, as provided for in
paragraph 2 of this subsection, to give feedback regarding such
events and incorporate such feedback into future events. The
Commission and the Department shall also conduct regular inspections
of properties designated for use under the provisions of this
subsection to ensure that such properties continue to meet the needs
of the veteran community.
SECTION 3. This act shall become effective July 1, 2026.
SECTION 4. It being immediately necessary for the preservation
of the public peace, health or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
