AS INTRODUCED

An Act relating to wildlife; amending 29 O.S. 2021,
Section 4-121, which relates to noncommercial
wildlife breeder’s license; updating statutory
language; exempting individuals breeding or raising
certain wildlife for certain purposes from licensure;
and providing an effective date.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. AMENDATORY 29 O.S. 2021, Section 4-121, is
amended to read as follows:
Section 4-121. A. Except as otherwise provided in this title
or in the Oklahoma Farmed Cervidae Act, no person may breed or raise
wildlife for personal consumption or noncommercial purposes without
having first procured a license from the Director of Wildlife
Conservation.
B. Licenses may be issued to any person that lawfully obtains
wildlife, acts in good faith, and adheres to the laws of the State
of Oklahoma this state.
C. All licenses issued pursuant to this section shall expire on
June 30 of each year.

D. Persons breeding or raising quail for personal consumption
or noncommercial purposes, which may include for hobby, educational,
or scientific purposes, or for release on private property, shall
not be required to obtain a license pursuant to this section.
SECTION 2. This act shall become effective November 1, 2026.
