BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 6-122.13 of Title 70, unless
there is created a duplication in numbering, reads as follows:
A. The Office of Educational Quality and Accountability shall
establish a grant program to provide individuals issued emergency or
provisional certificates to teach pursuant to subsection G of
Section 6-187 of Title 70 of the Oklahoma Statutes with grants to
assist them in obtaining alternative placement teaching
certificates, as provided for in Section 6-122.3 of Title 70 of the
Oklahoma Statutes.
B. Applications for grants shall be submitted by the employing
school district of the individual issued an emergency or provisional
certificate to teach on a form prescribed by the Office of
Educational Quality and Accountability.

C. Subject to the availability of funds, grants shall be
awarded annually to up to one thousand individuals with emergency or
provisional teaching certificates on a first-come, first-served
basis. Grants awarded pursuant to this section shall be used for:
1. Preparation associated with the subject area portion of the
competency examination required by Section 6-187 of Title 70 of the
Oklahoma Statutes;
2. Fees for the subject area portion of the competency
examination required by Section 6-187 of Title 70 of the Oklahoma
Statutes; and
3. A portion of the professional education semester hours or
clock hours required by Section 6-122.3 of Title 70 of the Oklahoma
Statutes.
SECTION 2. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 6-122.14 of Title 70, unless
there is created a duplication in numbering, reads as follows:
There is hereby created in the State Treasury a revolving fund
for the Office of Educational Quality and Accountability to be
designated the “Teacher Certification Emergency to Permanency
Revolving Fund”. The fund shall be a continuing fund, not subject
to fiscal year limitations, and shall consist of all monies received
by the Office of Educational Quality and Accountability from state
appropriations provided for the purpose of implementing the grant
program created in Section 1 of this act. All monies accruing to

the credit of the fund are hereby appropriated and may be budgeted
and expended by the Office of Educational Quality and Accountability
for the purpose provided for in this section. Expenditures from the
fund shall be made upon warrants issued by the State Treasurer
against claims filed as prescribed by law with the Director of the
Office of Management and Enterprise Services for approval and
payment.
SECTION 3. This act shall become effective July 1, 2025.
SECTION 4. It being immediately necessary for the preservation
of the public peace, health, or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
