SENATE BILL 1891 By: Standridge
AS INTRODUCED
An Act relating to education; creating the Oklahoma
Teacher-Led Curriculum Development Act; providing
short title; directing the State Department of
Education to establish certain consortium by certain
date; providing purpose; providing for membership;
directing the consortium to include teachers from
school districts with certain average daily
membership; requiring organizational meeting by
certain date; directing the Department to publish
certain request for submission of certain curriculum;
directing the consortium to review and approve
curriculum; requiring the Department to publish
certain approved curriculum by certain date;
providing for review of additional subject areas;
providing for codification; providing an effective
date; and declaring an emergency.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 11-120 of Title 70, unless there
is created a duplication in numbering, reads as follows:
A. This act shall be known and may be cited as the “Oklahoma
Teacher-Led Curriculum Development Act”.
B. The State Department of Education shall establish a
curriculum consortium to review curriculum developed by teachers in

this state and make such curriculum available for use by teachers in
school districts across the state.
C. The Department shall establish the curriculum consortium by
August 1, 2026, and include in the consortium only teachers who:
1. Are certified teachers who have been teaching a minimum of
five (5) years in a public school in this state; and
2. Have an Oklahoma Teacher and Leader Effectiveness Evaluation
System (TLE) rating of superior or highly effective.
D. The Department shall ensure that the consortium consists of
teachers from urban and rural schools in the state including, but
not limited to, a teacher employed by:
1. A school district with an average daily membership (ADM) of
five hundred students or fewer;
2. A school district with an ADM of one thousand students or
more but fewer than two thousand students; and
3. A school district with an ADM of two thousand students or
more.
E. 1. The consortium shall have an organizational meeting by
August 15, 2026. Following the organizational meeting, the
Department, in collaboration with the consortium, shall publish a
request seeking submission of first-grade mathematics curriculum
from teachers in this state. The consortium shall review and
approve for statewide use curriculum that complies with the subject
matter standards adopted by the State Board of Education pursuant to

Section 11-103.6 of Title 70 of the Oklahoma Statutes and has the
appropriate level of rigor.
2. By January 31, 2027, the Department shall publish on its
website the first-grade mathematics curriculum approved pursuant to
paragraph 1 of this subsection.
F. The consortium shall review curriculum for additional grade-
level subject areas in accordance with a schedule adopted by the
consortium, in collaboration with the Department.
SECTION 2. This act shall become effective July 1, 2026.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health, or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
