SENATE BILL 1933 By: Bullard

AS INTRODUCED

An Act relating to water; defining terms; prohibiting
certain uses and actions in certain location; stating
exception; providing for codification; and providing
an effective date.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. NEW LAW A new section of law to be codified
in the Oklahoma Statutes as Section 1820 of Title 82, unless there
is created a duplication in numbering, reads as follows:
A. For the purposes of this section:
1. “Immediate vicinity” means an area within ten (10) miles of
the main channel of a river;
2. “Industrial water” includes, but is not limited to, water
used in the manufacturing of metals, chemicals, paper, food, and
beverages, and the purpose of mining, power generation, the
extraction or washing of minerals or other sources of energy such as
oil and natural gas; and
3. “Nonlocal” means a municipality or county that is not within
the immediate vicinity of a river.

B. It shall be unlawful to do any of the following on or within
the Kiamichi River from four (4) miles north of the Highway 3 bridge
intersection to the Arkansas state line or the Glover River from its
confluence with the Little River to its branch into the east and
west creek:
1. Divert water, including industrial water, for nonlocal
municipalities or counties for the purposes of sale, profit, power
generation, or battery or data storage;
2. Divert water for nonlocal agricultural purposes;
3. Build any dams, impoundments, or diversion structures; or
4. Perform local farming or ranching, silviculture, forestry,
or other agricultural uses and practices.
C. This section shall not apply to existing practices or
structures before the effective date of this act.
SECTION 2. This act shall become effective November 1, 2026.
