2nd Session of the 60th Legislature (2026)
SENATE BILL 2068 By: Pugh
AS INTRODUCED
An Act relating to schools; amending Section 1,
Chapter 106, O.S.L. 2022 (70 O.S. Supp. 2025, Section
11-201), which relates to library media programs;
requiring each public school district to create a
library advisory committee for each grade level;
providing for membership of committee; providing
duties of committee; providing an effective date; and
declaring an emergency.
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. AMENDATORY Section 1, Chapter 106, O.S.L.
2022 (70 O.S. Supp. 2025, Section 11-201), is amended to read as
follows:
Section 11-201. A. As school library media center resources
are finite, the library media program shall be reflective of the
community standards for the population the library media center
serves when acquiring an age-appropriate collection of print
materials, nonprint materials, multimedia resources, equipment, and
supplies adequate in quality and quantity to meet the needs of
students in all areas of the school library media program.

B. 1. To ensure that a library media program meets the
requirements of subsection A of this section, each public school
district in this state shall create a library advisory committee for
each grade level offered by the school district. Each library
advisory committee shall be comprised of:
a. a member of the school district board of education,
b. a teacher of the applicable grade level, and
c. a parent or legal guardian of a student enrolled in
the applicable grade level.
2. Each library advisory committee shall review currently
available, and approve new, print materials, nonprint materials,
multimedia resources, equipment, and supplies.
SECTION 2. This act shall become effective July 1, 2026.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health, or safety, an emergency is hereby
declared to exist, by reason whereof this act shall take effect and
be in full force from and after its passage and approval.
