A Concurrent Resolution recognizing Charlie Kirk as a 11
martyr for truth, faith, and free speech; honoring 12
his unwavering courage in defending American 13
liberties; committing to perpetuating his legacy of 14
courage and faith; and directing distribution. 15

WHEREAS, Charlie Kirk, born on October 14, 1993, in the 18
heartland of America, rose from humble beginnings to become a 19
towering figure in the defense of liberty, embodying the indomitable 20
spirit of the First Amendment through his tireless advocacy for open 21
discourse and unfiltered truth; and 22
WHEREAS, as the founder and chief executive officer of Turning 23
Point USA, Kirk ignited a movement that empowered a generation of 24
young Americans, particularly on college campuses, to engage in 25
robust, fearless debate free from the shadows of censorship and 26

ideological conformity, transforming apathy into action and silence 1
into bold proclamation; and 2
WHEREAS, Kirk’s life was a testament to profound Christian 3
faith, with Kirk serving not only as a vocal beacon of spiritual 4
conviction but as a modern civil rights leader who wove the 5
principles of truth, justice, and divine purpose into the fabric of 6
public discourse, inspiring countless souls to stand firm in their 7
beliefs amid a culture often hostile to conviction; and 8
WHEREAS, on September 10, 2025, Charlie Kirk was tragically 9
martyred by assassination, a cowardly act that sought to extinguish 10
his voice but instead amplified his eternal message of resilience, 11
reminding us that the cost of courage can be great, yet the light of 12
truth endures beyond the grave; and 13
WHEREAS, Kirk’s martyrdom underscores his unparalleled courage 14
and fearless willingness to confront power, challenge orthodoxy, and 15
sacrifice his life for the greater good of American liberty, proving 16
that true heroism lies in defending the vulnerable ideas that 17
sustain our constitutional republic; and 18
WHEREAS, in this moment of profound loss, the State of Oklahoma 19
recognizes the sacred duty to honor Kirk’s legacy by fostering 20
environments where his values of faith, truth, and free expression 21
can flourish, ensuring that his martyrdom is not in vain but a 22
catalyst for renewed commitment to intellectual and spiritual 23
freedom. 24

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION 1
OF THE 60TH OKLAHOMA LEGISLATURE, THE HOUSE OF REPRESENTATIVES 2
CONCURRING THEREIN: 3
THAT the Oklahoma State Legislature hereby recognizes and 4
eternally honors Charlie Kirk as a martyr for truth, faith, and the 5
First Amendment, whose courage in the face of adversity and 6
unwavering devotion to Jesus Christ and the Christian faith has left 7
an indelible mark on the soul of our nation. 8
THAT the Oklahoma State Legislature commits to perpetuating 9
Kirk’s legacy by upholding the freedoms he died defending, 10
encouraging all Oklahomans to honor his sacrifice through steadfast 11
commitment to truth, faith, and open discourse. 12
THAT copies of this resolution be transmitted to the family of 13
Charlie Kirk and the Board of Directors of Turning Point USA, as a 14
symbol of our collective gratitude. 15
