AS INTRODUCED

A Concurrent Resolution stating findings of the
Oklahoma Legislature; rescinding, repealing,
canceling, voiding, and superseding all extant
applications by the Oklahoma Legislature heretofore
made during any session thereof to the U.S. Congress
to call a convention pursuant to the terms of Article
V of the U.S. Constitution for proposing one or more
amendments to that Constitution; and urging the
legislatures of other states to do the same.

WHEREAS, the Oklahoma Legislature, acting with the best of
intentions, has previously applied to Congress to call conventions
under Article V of the U.S. Constitution; and
WHEREAS, the Declaration of Independence affirms the People’s
right to alter or abolish their government through an Article V
constitutional convention; however, a “runaway” convention could
pose an imminent threat to established constitutional rights and
governmental duties; and

WHEREAS, the U.S. Constitution has been amended many times in
the history of this nation and may be amended further without a
constitutional convention; and
WHEREAS, there is great danger in subjecting our constitutional
form of government to sweeping changes that would undermine its
philosophical foundation of a government formed to secure God-given
rights; and
WHEREAS, an informed electorate is the best solution for reining
in the federal government and holding public officials accountable
to the Constitution’s principles of limited government.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION
OF THE 60TH OKLAHOMA LEGISLATURE, THE HOUSE OF REPRESENTATIVES
CONCURRING THEREIN:
THAT the Oklahoma Senate and House of Representatives concurring
do hereby rescind, repeal, cancel, nullify, and supersede to the
same effect as if they had never been passed, all extant
applications by the Oklahoma Legislature to Congress to call a
convention to propose amendments to the U.S. Constitution pursuant
to the terms of Article V, regardless of when or by which session or
sessions of the Oklahoma Legislature such applications were made and
regardless of whether such applications were for a limited
convention to propose one or more amendments regarding one or more
specific subjects or purposes or for a general convention to propose

an unlimited number of amendments upon an unlimited number of
subjects.
THAT the Oklahoma Legislature urges the legislatures of every
state that has applied to Congress to call a convention for either a
general or a limited constitutional convention to repeal and
withdraw such applications.
