RESOLUTION NO. 15 By: Boren of the Senate

A Concurrent Resolution recognizing February 24,
2026, as World Spay Day; recognizing the impact of
pet overpopulation on communities and shelters,
including the resulting euthanasia of adoptable dogs
and cats; and recognizing the importance of spay and
neuter programs.

WHEREAS, World Spay Day is observed annually on the fourth
Tuesday in February, and is aimed at decreasing stray pet
populations by increasing awareness of the importance of spay and
neuter programs; and
WHEREAS, shelters cannot meet the demand for animals who are
lost, abandoned, stray, or surrendered by owners. Needs far outpace
resources, and there is a lack of shelters in rural areas; and
WHEREAS, stray animals raise health concerns, including the
spread of diseases to pets, livestock, and people. Overpopulation
strains local resources, while euthanizing animals who are not
adopted takes a toll on the mental health of shelter staff; and
WHEREAS, in 2024, more than 11,000 dogs and cats in Oklahoma
were euthanized due to lack of space in shelters; and

WHEREAS, spay and neuter programs can reduce shelter intakes and
euthanasia, help pets remain in homes instead of being surrendered,
improve pet health and reduce the spread of disease, improve pet
behavior and decrease aggression, roaming, and injuries, and prevent
unwanted litters that overwhelm animal shelters and rescue groups.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION
OF THE 60TH OKLAHOMA LEGISLATURE, THE HOUSE OF REPRESENTATIVES
CONCURRING THERIN:
THAT Tuesday, February 24, 2026, is recognized by the Oklahoma
State Legislature as World Spay Day.
THAT the Oklahoma State Legislature recognizes the importance of
public awareness of the benefits of spay and neuter programs in
reducing stray populations and commends those organizations
providing spay and neuter services.
