AS INTRODUCED

A Joint Resolution disapproving in whole certain
subject matter standards approved by the State Board
of Education; and directing distribution.

WHEREAS, pursuant to Section 11-103.6a-1 of Title 70 of the
Oklahoma Statutes, all subject matter standards and revisions to the
standards adopted by the State Board of Education are subject to
legislative review; and
WHEREAS, three newly sworn-in members of the State Board of
Education were sent the proposed subject matter standards via email
at 4:01 p.m. on February 26, 2025; and
WHEREAS, the State Board of Education meeting to consider
adoption of the subject matter standards was scheduled for 9:30 a.m.
on February 27, 2025; and
WHEREAS, questions exist regarding the transparency of the
subject matter standard adoption process; and

WHEREAS, given the magnitude of the decision facing State Board
of Education members to adopt subject matter standards for all
public schools in this state; and
WHEREAS, given the significant cost, estimated to be Thirty-
three Million Dollars ($33,000,000.00), to implement the subject
matter standards through development of new curriculum and the
purchase of new textbooks; and
WHEREAS, Governor J. Kevin Stitt and the three newly sworn-in
members of the State Board of Education have requested that the
subject matter standards be returned to the State Board of Education
for proper review and consideration.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND THE HOUSE OF
REPRESENTATIVES OF THE 1ST SESSION OF THE 60TH OKLAHOMA LEGISLATURE:
SECTION 1. The Legislature hereby disapproves in whole the
social studies and science subject matter standards approved by the
State Board of Education on February 27, 2025.
SECTION 2. The Secretary of State is hereby directed to
distribute copies of this resolution to the Governor, the State
Department of Education, and the editor of “The Oklahoma Register”.
