A Joint Resolution directing the Secretary of State
to refer to the people for their approval or
rejection a proposed amendment to the Oklahoma
Constitution by adding a new Section 6 to Article
III; requiring proof of identity to vote in certain
elections; requiring proof of identity for all
authorized methods of voting; requiring Legislature
to enact specific requirements for proof of identity;
providing ballot title; ordering special election on
certain date; and directing filing.

SUBJECT: Proof of identity for voting

BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE
2ND SESSION OF THE 60TH OKLAHOMA LEGISLATURE:

SECTION 1. The Secretary of State shall refer to the people for
their approval or rejection, as and in the manner provided by law,
the following proposed amendment to the Oklahoma Constitution by
adding a new Section 6 to Article III to read as follows:

Section 6. Each voter shall present proof of identity to the
appropriate election official when voting at any election authorized
by law and conducted by a county election board or the State
Election Board. Proof of identity shall be required for any method

of voting authorized by law. The Legislature shall enact laws
necessary to specify the requirements for proof of identity for
voting as required by this section.

SECTION 2. The Ballot Title for the proposed Constitutional
amendment as set forth in SECTION 1 of this resolution shall be in
the following form:

THE GIST OF THE PROPOSITION IS AS FOLLOWS:

This measure adds Section 6 to Article 3 of the Oklahoma
Constitution to require proof of identity to vote in any
election authorized by law and conducted by a county election
board or the State Election Board. The measure requires proof
of identity for all authorized methods of voting. The measure
requires the Legislature to enact laws to specify requirements
for proof of identity for voting.

SHALL THE PROPOSAL BE APPROVED?

FOR THE PROPOSAL — YES _____________

AGAINST THE PROPOSAL — NO _____________

SECTION 3. A special election is hereby ordered to be held
throughout the State of Oklahoma on the date of August 25, 2026, at
which time the proposed amendment to the Oklahoma Constitution, as
set forth in SECTION 1 of this resolution, shall be submitted to the
people of Oklahoma for their approval or rejection as and in the
manner provided by law.

SECTION 4. The President Pro Tempore of the Senate shall,
immediately after the passage of this resolution, prepare and file
one copy thereof, including the Ballot Title set forth in SECTION 2
hereof, with the Secretary of State and one copy with the Attorney
General.
