SENATE
RESOLUTION 25 By: Grellner
AS INTRODUCED
A Resolution denouncing the failure to enforce Senate
rules and constitutional standards regarding
intoxication in the chamber; condemning retaliatory
actions against Senator Shane Jett; and calling for
the immediate reinstatement of Senator Shane Jett as
Vice Chair of the Committee on Administrative Rules
and as a Presiding Officer.
WHEREAS, Senate Rule 5-5 D. of the Standing Rules of the Senate
for the 60th Oklahoma Legislature (2025-2026) clearly states: “The
consumption of alcohol is forbidden in the chamber, and any member
who is in the chamber in an intoxicated state will be removed by
security personnel”; and
WHEREAS, Article 2, Section 11 of the Oklahoma Constitution
provides that “Drunkenness and the excessive use of intoxicating
liquors while in office shall constitute sufficient cause for
impeachment or removal therefrom”; and
WHEREAS, credible concerns were raised during the 2025
legislative session regarding apparent intoxication among certain
senators while conducting official business in the chamber; and

WHEREAS, Senate leadership, including President Pro Tempore
Lonnie Paxton, failed to investigate or enforce the aforementioned
rule and constitutional provision despite being made aware of such
concerns; and
WHEREAS, in response to public disclosure of these issues,
Senator Shane Jett has been removed from his position as Vice Chair
of the Committee on Administrative Rules and from the rotation as
Presiding Officer, roles essential to upholding chamber decorum and
rules enforcement; and
WHEREAS, such actions appear retaliatory and undermine the
integrity of Senate procedures, sending a message that violations of
rules and the Constitution may go unpunished while transparency is
penalized.
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION
OF THE 60TH LEGISLATURE:
THAT the Senate denounces the failure to enforce Senate Rule 5-5
D. and Article 2, Section 11 of the Oklahoma Constitution regarding
intoxication in the chamber.
THAT the Senate condemns any retaliatory measures taken against
Senator Shane Jett for raising legitimate concerns about adherence
to rules and constitutional standards.
THAT the Senate calls upon Senate leadership to immediately
reinstate Senator Shane Jett to his position as Vice Chair of the
