RESOLUTION NO. 33 By: Hall

A Resolution recognizing the legacy of Oscar J.
Upham; celebrating the naming of the Guthrie post
office in his honor; remembering his decades of
service; and directing distribution.

WHEREAS, Oscar J. Upham was born in Ohio to a family that had
come to America during the Irish Potato Famine in search of
opportunity; and

WHEREAS, at age 16, Oscar J. Upham and his family participated
in the historic Land Run of 1889, staking land in Guthrie, where
many of his descendants still reside; and

WHEREAS, in 1896, Oscar J. Upham enlisted in the United States
Marine Corps and was later stationed aboard the USS Oregon during
the Spanish–American War, where he is credited with firing the first
shot after war had been declared; and

WHEREAS, Oscar J. Upham was later bestowed the Congressional
Medal of Honor for his courage under heavy enemy fire while serving
as security for a multinational delegation during the Boxer
Rebellion in China; and

WHEREAS, in recognition of his remarkable service, Oscar J.
Upham was the first honoree inducted into the Guthrie Military Hall
of Honor and was honored by the Oklahoma Military Hall of Fame; and

WHEREAS, after retiring from the military, Oscar J. Upham served
the Guthrie community as a dedicated postal worker for 36 years; and

WHEREAS, remembered by his family as a man whose deep faith in
God guided his life, Oscar J. Upham left behind a legacy of
selflessness and courage; and

WHEREAS, on December 18, 2025, President Donald Trump signed
legislation designating the U.S. post office in Guthrie, Oklahoma,
as the “Oscar J. Upham Post Office,” ensuring that his legacy will
be remembered for generations to come.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION
OF THE 60TH OKLAHOMA LEGISLATURE:

THAT the Oklahoma Senate honors the life, career, military
service, and accomplishments of Oscar J. Upham.

THAT the Oklahoma Senate celebrates the designation of the
United States post office in Guthrie, Oklahoma, as the “Oscar J.
Upham Post Office.”

THAT the Oklahoma Senate recognizes the enduring legacy of Oscar
J. Upham and the example of courage, faith, and patriotism he set
for future generations.

THAT a copy of this resolution be distributed to the family of
Oscar J. Upham in recognition of this historic honor.

Adopted by the Senate the 16th day of April, 2026.
