A Resolution recognizing Harvey Pratt’s exemplary
life of service; and directing distribution.

WHEREAS, Harvey Pratt served the Oklahoma State Bureau of
Investigation (OSBI) for 45 years, working from 1972-2017. He held
numerous positions, including investigator, forensic artist,
division director, and interim director; and

WHEREAS, as a Cheyenne Peace Chief and Marine Corps Veteran,
Harvey Pratt lived an exemplary life of service. A self-taught
artist, Pratt spent decades in law enforcement using his skills to
revolutionize forensic drawing and reconstruction in the pursuit of
justice; and

WHEREAS, Harvey’s legacy reflects creativity, courage, and deep
respect for community; and

WHEREAS, Harvey’s artwork can still be seen throughout the OSBI
headquarters building, including a mural that showcases the great
history of the agency; and

WHEREAS, beyond the OSBI, his talents have been showcased
throughout our entire state and nation. Pratt designed the National
Native American Veterans Memorial in Washington, D.C., and his work
is exhibited in many permanent collections, from the Smithsonian
National Museum of the American Indian to the National Park Service;
and

WHEREAS, Harvey impacted not only Oklahomans, but individuals
throughout the United States. His compassion and love for others
will not be forgotten.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION
OF THE 60TH OKLAHOMA LEGISLATURE:

THAT the Oklahoma State Senate joins the Oklahoma State Bureau
of Investigation in extending appreciation to the late Harvey Pratt,
and honors his legacy, which will live on forever.

THAT copies of this resolution be distributed to the Oklahoma
State Bureau of Investigation and Gina Pratt.

Adopted by the Senate the 30th day of March, 2026.
