Requires health insurers, OEBB and PEBB to spend a certain amount on primary care. Tells DCBS to set penalties. Tells OHA to make a program to expand primary care for certain services and creates a program to give money to certain primary care providers. (Flesch Readability Score: 60.1). Requires the Oregon Health Authority to establish a fee-for-service rate for all medical assistance recipients at a certain rate for certain services. Requires health care providers to establish reimbursement rates for all services at a certain rate.
