Permits the department to use moneys in the Veterans' Services Fund to develop, implement and maintain the pilot programs.
Requires a report to the Legislative Assembly regarding the status of the pilot programs by September 15, 2026.
Sunsets pilot programs on December 31, 2027.
Declares an emergency, effective July 1, 2025.
