the review is done in accordance with the tribal consultation policies of the Department of

committee of the Legislative Assembly related to education by December 1, 2027.
Sunsets on January 2, 2028.
A BILL FOR AN ACT
Relating to community violence prevention.
Be It Enacted by the People of the State of Oregon:
SECTION 1.
(1) The Youth Development Division shall conduct a comprehensive review
of existing policies, grant programs, community-based efforts and other initiatives aimed at
reducing community violence in this state.
(2) In conducting the review, the division shall:
(a) Evaluate community-based youth violence prevention programs and services, includ-
ing such programs and services that are supported by grant awards from the division and
the Youth Development Council.
(b) Evaluate national models and strategies, programs and curricula implemented in
other states with a focus on those that have demonstrated effectiveness on violence pre-
vention in local communities and tribal communities.
(c) Engage with stakeholders from a broad range of interests who are impacted by and
involved with addressing gun violence and gang-related activity, including:
(A) Students, youth and families directly impacted by community violence.
(B) Victims and survivors of violence.
(C) Schools, school districts and other educational institutions.
(D) Community organizations and local leaders.
(E) Representatives of county and tribal courts.
(F) Representatives of law enforcement agencies.
(G) County juvenile departments.

(H) District attorneys and defense attorneys.
(I) Representatives of relevant state agencies and other entities, including agencies and
organizations within tribal communities, that offer services, programs and resources to
support youth who are affected by community violence.
(d) Examine approaches to reducing youth involvement in, and victimization by, com-
munity violence, including but not limited to the following:
(A) Youth engagement initiatives that promote:
(i) Mentorship and peer mentorship.
(ii) Youth-led development and implementation of violence prevention programs and ser-
vices.
(B) Career counseling, job training and employment.
(C) School-based intervention and instruction initiatives.
(D) Strategies that promote healthy practices and activities.
(E) Assistance with accessing community behavioral health services, supports and
treatment.
(F) Outreach, prevention and intervention initiatives that are culturally and linguistically
responsive.
(G) Cross-coordination of services and resources designed to provide a coordinated ap-
proach to community violence prevention.
(3) The Youth Development Division shall ensure that any engagement with tribal com-
munities, tribal courts and agencies and organizations within tribal communities under sub-
section (2)(b) and (c) of this section is done in accordance with the tribal consultation policies
of the Department of Education.
(4) The Youth Development Division shall submit a report in the manner provided by ORS
192.245, and may include recommendations for legislation, to an interim committee of the
Legislative Assembly related to education no later than December 1, 2027. The report must:
(a) Include an evaluation and findings from the review described under this section.
(b) Identify new or emerging community violence prevention practices and the extent to
which such practices are currently being carried out in this state.
(c) Identify methods for measuring the effectiveness of community violence prevention
efforts.
(d) Provide recommendations for implementing a statewide community violence pre-
vention strategy that:
(A) Supports programs aimed at reducing youth involvement in and victimization by
community violence.
(B) Addresses potential focus areas for directing community violence prevention efforts,
including but not limited to, particular age groups, levels of schooling, communities and re-
gions.
(C) Contributes to positive educational and career outcomes for youth.
(D) Contemplates the awarding of grants to support community violence prevention ac-
tivities.
(E) Leverages resources, services and findings from local, state and private sources to
promote a comprehensive approach to reducing community violence.
SECTION 2.
Section 1 of this 2025 Act is repealed on January 2, 2028.
