Digest: The Act makes new laws with respect to workforce development programs and projects. (Flesch Readability Score: 63.4). Makes changes to workforce development statutes to improve alignment across workforce development programs and projects. Requires the Higher Education Coordinating Commission to develop a program to convene local industry sector partnerships. <b>Requires the State Workforce and Talent Development Board to consult with local workforce development boards and relevant state agencies to establish a definition for the term "public workforce system."</b> Requires the State Workforce and Talent Development Board to establish criteria for identifying critical workforce shortages and strategic workforce opportunities and requires the board and local workforce development boards to identify such shortages and opportunities based on the criteria established by the board. Incorporates the identification of and responsiveness to critical workforce shortages and strategic workforce opportunities as an objective for various workforce programs in key industry sectors. Renames the Prosperity 10,000 Program as the Prosperity Program. Requires the Higher Education Coordinating Commission to award grants to local workforce development boards to administer the program.
