Transfers the duties of the Oversight and Accountability Council to the commission. Modifies the Oregon Behavioral Health Deflection Program. Provides that the Oregon Criminal Justice Commission makes funding decisions on grant recipients based on recommendations from the Improving People's Access to Community-based Treatment, Supports and Services Grant Review Committee.
